Chapter 15

President Stevens ran his fingers through his gray hair. “Dammit, Kobayashi, I know the border poses a problem as a long front, but how else are we going to show some force here?”

A detailed map of Mexico spread across a giant table in front of them. A few other men in suits lined the edge of the room, listening intently to the conversation between the two men who stood on either side of the table. Along each wall hung additional maps of various locations around the globe, along with clocks showing the time in locations like Rome, Cairo, and Tokyo. A table with four telephones, including a red one, sat along the wall. There was also a large screen that was connected to the computer on the telephone table. The room contained numerous overstuffed chairs, but none of the people in the room used them.

“Mr. President, I understand your desire to, as you say, show some force, but it’s a 3,100 mile border. If you want to have enough manpower to invade a space that vast, you’ll have to arm every man in the country and send him down there.” General Michael Kobayashi twisted his pen and then tapped it on the legal pad in front of him. The medals pinned to the front of his olive green uniform glinted in the sunlight that streamed through the windows.

“What about the Canadians? They’re on board. That should give us some more manpower.” Stevens frowned and folded his arms, scanning the map.

“It’ll help, sir, but still, it’s not enough. I propose we strike at four strategic points. These locations would allow us to take different parts along the border and then move across to connect the dots after they’re secured.” Kobayashi pulled a metal pointer from his pocket and opened. “Let me show you.”

He moved around the table and reached over, pointing at the border between Mexico and Texas. “The two main Mexican cities that border Texas are Nuevo Laredo and Ciudad Juarez. At the Arizona border our target would be Nogales.” He slid over and pointed to the location on the map and continued toward the California-Mexico border. “And here we want to secure the line between Tijuana and Mexicali, effectively cutting the Baja peninsula of Mexico off from the rest of the country. Then we send both flanks across to connect the dots. But we have to make sure those areas are secure before moving onto the second phase. Those areas would be vulnerable if they’re not completely settled. But with air support, I think we would be able to keep it under control.” He laid the pointer aside.

“Humph.” President Stevens stroked his chin as he considered Kobayashi’s plan. “How long until you can get it off the ground?”

“Are we certain they know nothing? This plan would be highly compromised if we don’t have secrecy on our side.” Kobayashi drummed his fingers on the table. “If the international community catches any whiff of this and sends reinforcements, it would drastically change the potential outcomes, depending on what type of assistance they send.
